The Alameda County Probation Department (ACPD) is committed to making our communities the safest in the nation. We are in unprecedented times not only as a department, but as a community. At this time, we must do our part in reducing the spread of COVID-19; therefore, we are implementing temporary changes in our daily operations. The COVID-19 situation is rapidly evolving. As such, the following information is subject to change and will be continually updated as we receive further guidance. The following is a status update for all Alameda County programs and facilities

Press Release- Seven Bay Area Jurisdictions Order Residents to Stay Home
- Visiting: In-person visiting at Juvenile Hall and Camp Sweeney are presently suspended. At Camp Wilmont Sweeney and Juvenile Hall, virtual visitation is offered to all youth. Camp provides virtual visitation twice a week and Juvenile Hall daily. Youth also have access to free telephone usage to connect with their families at both facilities. Camp Sweeney also provides youth special “Family Room” visitation outside of normally scheduled hours.
- Programming: In-person programming offered by Community Based Organizations are presently suspended. At Camp, youth are participating in staff-led programs such as, Career Technical Education (MC3), Boy’s Council, Making Proud Choices, Anger Replacement Training, and the Cooking Club. Youth are also engaging in sporting activities such as, softball and exercise. Camp and Juvenile Hall is currently devising a schedule in collaboration with community-based providers for virtual programming. At Juvenile Hall, staff are utilizing the Carey Guides, Brief Intervention Tools. Both facilities continue to play various educational COVID-19 videos to enhance awareness and to prevent the spread of the virus. All youth continue to engage in physical activities, abiding by the Public Health recommendations concerning social distancing and the sanitizing of all related recreational and programming equipment after each use.
- Education: Regular school programming for Juvenile Hall and Camp Sweeney are presently suspended. At Camp, youth are participating in a “tablet” school program with curriculum learning on financial literacy, career education, Khan academy and Ted talks. Educational programming will resume on 4/20/20, with Google Classroom. At Juvenile Hall, educational packets are currently distributed to the youth predicated upon their grade level, which allow the youth to earn credits towards graduation.
- Mental Health Services: Although impacted by COVID-19, both facilities continue to offer in-person assessments, supplemented with video conferencing with mental health clinicians when a need or request is presented.
- Religious Services: Religious Services for Juvenile Hall and Camp Sweeney are presently amended. Both facilities are presently receiving religious services via live streaming and pre-recorded videos. Youth are also offered non-contact religious counseling as requested.

On April 8th, 2020, Presiding Juvenile Judge of Alameda County, Ursula Jones-Dickson, issued a court order that provided the Chief Probation Officer (CPO) of Alameda County, the authority to do the following:
- Suspend all in-person meetings between youths and Probation Officers and instead to conduct all such meetings by video or teleconference.
- Pause all drug testing.
- Provided the CPO the discretion to waive community service hours for youths that were performing well under probation supervision prior to the court closure; and
- Provided the CPO the discretion to allow youth to earn community service hours by staying home during the “Shelter in Place” order, providing it is confirmed by a parent or caregiver.
Furthermore, Probation has submitted 28 juvenile cases to the court for dismissal. We are continuing to review cases in collaboration with our justice partners, to put forth recommendations to the court for early dismissal from probation supervision.
- Although some programming provided by outside providers has been temporarily suspended or modified, many of our providers are able to provide support via the use of phone and video technology. If your service needs have changed during this difficult time, please contact your assigned Probation Officer or the Officer of the Day for additional assistance obtaining services.
- Concrete services are available via the Probation Officer for youth and families that need support with basic needs.
- Youth who are recently released from custody may contact the Juvenile Division at the following numbers and ask for the Officer of the Day if they have questions regarding reporting instructions or require resources or services.

- All Adult Probation Offices remain open to the public. COVID-19 Hotel Resources
The California Department of Social Services (CSDSS) secured two hotels to provide isolation housing immediately for people experiencing homelessness affected by COVID-19. CDSS contracted with Abode Services to provide wraparound support and with the hotel owners for operations staffing. Alameda County Health Care Services, Social Services, and General Services Agencies worked together to establish referral procedures, medical screening and support, and transportation resources for the sites.

To our Probation Clients, Partners and our Community,
The ACPD Executive team, staff and our county governmental partners have been working tirelessly to ensure we do everything possible to keep our community safe during this unprecedented time. We have deployed our Emergency Operations Center (EOC), ensuring that we are poised to act as quickly as possible in order to do our part to reduce the spread of COVID-19. We are implementing temporary changes in our daily operations and will continue to do so as this emergency unfolds.
We have suspended all non-state and non-federally mandated fieldwork immediately until further notice. We are continuing to conduct services on an as needed basis, taking into consideration youth and adults with special needs. We are providing staff with direction on safe client interactions due to this pandemic as well as working to accommodate anyone impacted by this developing situation.
Facilities and maintenance staff are increasing the cleaning of common areas in our offices. Hand sanitizers have been provided and will continue to be replenished throughout the Department. It is our goal to keep our probation community safe to the extent possible. Here are steps staff and the community can take to protect yourself and others:
- Practice physical distancing (also referred to as social distancing).
- Wash your hands often with liquid soap and water and rub for at least 20 seconds.
- Avoid touching your eyes, nose, and mouth.
- Cover your cough or sneeze with a disposable tissue, if available.
- Stay home from work if you are ill. Consult your personal physician if you have a fever. Remain off work until you have been fever-free for at least 24 hours.
- Keep sick family members at home until symptoms resolve.
- Get your flu shot to protect against flu or symptoms like COVID-19.
- If you are going to travel, check the CDC’s Traveler’s Health Notices for the latest guidance and recommendations for each country to which you travel.
